The controversial Salvation Army Homeless Shelter in Ottawa’s Vanier neighborhood is competing in the mayoral race. Outgoing mayor Jim Watson remains strong in his support for the shelter, while two of his key opponents advocate for different approaches that they believe will help address homelessness across Ottawa.

If you put a lot of homeless people in the same place, it’s a ghetto for a community , says Mayoral candidate, Bruce McConville, who is also a member of the SOS Vanier group.

McConville, like many other opponents of the 350-bed shelter, would like the City to adopt Housing First, which gives homeless people access to low-cost housing.

Dear General Peddle & Commissioner Peddle,

With respect, and sincerity, I would like to congratulate you both on a lifetime of faithful service to those in need of God’s infinite blessings. It is with a glad heart that I celebrate your elections and appointments as International Leaders of the Salvation Army. As a fellow Canadian I rejoice that folks from our rock, Newfoundland, have become such solid rocks leading at the helm bye!

Please accept this letter as an introduction to an important ministry development in Ottawa, which I believe warrants your consideration. On November 22, 2017, Ottawa City Council gave it’s approval for a controversial relocation and reconfiguration of a current Salvation Army emergency men’s homeless shelter known as the Ottawa Booth Center, located at 171 George Street.

This proposal has engendered quite a divisive storm in our Nation’s Capital with many flanks now polarized in opposition to this project while our current Mayor, Mr. Jim Watson, and Glenn van Gulik, Divisional Secretary for Public Relations, Ontario Central East Division of The Salvation Army remain steadfast in their support of it.

After intensive debate on this hotly charged initiative one City Councillor who had overseen the debate, Diane Deans, summarized the result after the vote. ”This is a failure of leadership! This has been a complete failure of process,” she said, criticizing both the Salvation Army for not offering any compromises to the Vanier community, and the city for failing to better guide the proposal.

Our elected community leaders, Mathieu Fleury, City Councillor of Rideau-Vanier Ward 12, Natalie Desrosiers, MPP (Member of Ontario Provincial Parliament) for Ottawa Vanier and Mona Fortier, MP (Canadian Federal Member of Parliament) for Ottawa-Vanier, sent joint letters inviting Susan McMillan, The Salvation Army Commissioner & Territorial Commander for Canada and Bermuda, to consider abandoning this application in view of many extenuating circumstances. Our elected officials asked them to contemplate a partnership with us in the community towards implementing a Housing First approach throughout Ottawa and relocating a smaller emergency shelter in an appropriate location. Ms. McMillan’s reply was not definitive nor fully informed. (All correspondence enclosed).

Events have conspired to situate me in the very eye of this storm as a leader in community advocacy, as an appellant against this planning decision in provincial court, as an adversely affected property and business owner, and now as a Mayoral Candidate for the City of Ottawa.

I reach out to you as a student of homelessness and like you, as a compassionate human being. I share the Salvation Army’s motivation for helping those in our society who are the most vulnerable in need.

The court for this planning issue is known as The Ontario Municipal Board. A large backlog of cases before this court dictates that a trial date is most likely another six months to a year away.  My intimate knowledge of the case and experience before this court provides much confidence that the proposal will be overturned. The community has raised nearly $200,000 (Canadian) to fund this appeal.

As an SOS volunteer, I am asking that you help me achieve a resolution that will not only benefit our community but also the Salvation Army. I envision a much greater opportunity here to partner in the establishment of a ‘Housing First’ model as Ottawa’s primary approach towards alleviating homelessness. We can be architects working together, blueprinting this inevitable transition all across Canada and the globe.

Alberta and Scandinavia provide two shining examples of this evolution. The University Of Ottawa is a world leader, in developing and promoting this concept which is already in line with our provincial and federal funding directives. I am aware that your venerable Christian organization leads the way in Housing First initiatives in other jurisdictions around the world. Together, we have all of the available resources at hand to cultivate this proven approach in Ottawa.

Everyone here shares your personal convictions. There exists great potential for a confluence of outstanding leadership in action providing a step forward in this diverse world we all call home. As your mission statement so nobly exemplifies: ‘We can be a transforming influence in the communities of our world’.

It is with fervent hope and a prayer in my heart that I await your reply.

Une dame très spéciale est venue nous visiter au Centre Pauline Charron le dimanche 12 août dernier. Resplendissante, elle a fait une brève apparition lors de notre très profitable vente de garage SOS Vanier. Je vous la présente : il s’agit de Madame Gisèle Lalonde. Cette femme exceptionnelle a été mon mentor et un exemple éclatant de leadership en action dans la capitale nationale. J’ai eu l’honneur de la compter parmi mes amis personnels. Gisèle Lalonde a touché ma vie et influencé mes convictions de manière très positive. Elle a fait de même pour tant d’autres personnes ici à Ottawa et à travers la province. Si vous n’êtes pas au courant des nombreuses et magnifiques contributions auxquelles elle a consacré sa vie, l’internet vous en offrira un survol rapide et éducatif. Ce sera pour vous l’occasion de rencontrer une héroïne
bien de notre temps.
La volonté implacable de Gisèle, son courage légendaire et son énergie décuplée ont été des facteurs déterminants pour renverser la décision prise par le gouvernement provincial de fermer l’hôpital Montfort. De 1997 à 2002, en tant que présidente, elle a défendu la cause et devint la personnalité exaltante à la barre de cette grande vague de changement. Cette visionnaire aux idées originales est la personne stimulante qui incite au respect et dont nous devons imiter la poussée dynamique pour garder nos
communautés vibrantes et ouvertes à tous et chacun. Devenir les émules de cet esprit brillant et rayonnant assurera notre succès dans le difficile combat à venir.

Les problèmes de santé empêchent désormais Gisèle de s’engager physiquement dans les activités politiques. Événement rare en soi, elle s’est déplacée ce dimanche-là pour venir livrer un message d’encouragement aux membres de SOS Vanier. J’ai été très honoré de recevoir, au creux de l’oreille, en même temps qu’une étreinte des plus réconfortante, le message mémorable suivant :
« Il fallait que je vienne ici aujourd’hui pour vous dire à tous que je suis avec vous et solidaire de votre cause. Je suis si fière de voir autant de bénévoles et de participants engagés à sauver leur communauté tout en apportant des solutions viables aux problèmes des sans-abri. SOS Vanier fait toutes les bonnes choses. Il est important de construire des partenariats, des ententes avec tous, incluant l’Armée du Salut, afin de réaliser tous ensemble d’importants projets économiques et sociaux. Je suis si heureuse et excitée de voir tout ce qui se passe et je voulais y contribuer. N’arrêtez pas vos efforts et ne modérez pas! Lâchez pas! Bruce, continuez d’aller de l’avant et vous atteindrez vos buts! Bravo SOS! »

A Tribute To A Very Special Lady: Gisele Lalonde

A very special lady appeared briefly at the SOS Garage Sale Event on August 12th at Le Centre Pauline-Charron. Her name is Gisèle Lalonde. This exceptional person has been a personal friend, mentor and shining example of community leadership in action. Gisèle has touched my life and helped shape my beliefs in so many positive ways. She has set the same bar for others in Ottawa and beyond. If you aren’t already familiar with Gisèle’s magnificent lifelong contributions to our Capital City, a quick search of her name will take you on a great journey of learning about a true, contemporary hero.

Gisèle’s determination was a critical factor behind SOS Montfort’s successful efforts in reversing our provincial government’s decision to close the Montfort Hospital. From 1997 to 2002 she served as President, champion, and the driving force at the helm of this powerful movement of change. She is indeed the visionary we all look to and strive to emulate in our efforts to keep our unique communities vibrant and safe. Embracing her spirit and determination is a sure recipe for our success in the tough work we have ahead.

While health concerns prevent Gisèle fro physically engaging in our march forward, she made a very rare, appearance with a message for us all. I was honoured to have her whisper it in my ear during one of the most comforting ‘hugs’ that I have ever received.

”I wouldn’t have been able to live with myself without coming here today and letting everyone know that I am with you in solidarity. I am proud to see so many volunteers and contributors engaged in trying to save this community while working to provide real solutions that address the causes of homelessness. SOS Vanier is doing all of the right things. It is important to build meaningful partnerships with everyone, including the Salvation Army. I am so happy and excited to see all of this and wanted to be a contributor. Don’t stop or slow down. Bruce, keep driving ahead and you will achieve your goals. Bravo to SOS!”

The torch to save our community has been passed to us. We are holding it up high. Onward we go in solidarity with those who have strived before us. We will do this and write the next chapter in our incredible story. We will not fail.

Ma recette pour le succès d’Ottawa

Il y a 3 éléments clés qui sont essentiels pour qu’une ville soit dynamique et fonctionnelle. Ces 3 principes de planification doivent s’appliquer à l’intersection des espaces bâtis et  l’échelle humaine, soit:

1 – un environnement florissant
2 – une société dynamique et juste
3 – une économie prospère.

On obtient la recette précise pour les 3 éléments en déployant des efforts constants pour améliorer et perfectionner chacun de ceux-ci par rapport à la ville moderne (capitale) afin qu’elle s’épanouisse.  Il faut adopter maintenant ces buts et les mettre en oeuvre.

Ottawa se dirige vers une période de croissance et de possibilités sans précédent.  Il faut absolument mettre en place un plan qui la transformera en une ville remarquable à l’avenir;  une ville qui réunit toutes les personnes qui appelle Ottawa leur chez-soi.  C’est maintenant qu’il faut adpopter et réaliser ce nouvel éthique urbain.

Nous avons besoin d’un Maire qui ne favorise pas les intérêts des gros ou importants plutôt que les voix des individus ou des groupes communautaires.  Nous avons besoin d’un Maire qui n’est pas redevable aux gros et importants au point tel qu’il n’est plus libre de gouverner sans menace de conséquences par les copinages politiques.  Nous avons besoin d’un Maire sur qui les vieux jeux de loyauté et/ou de menaces politiques n’ont pas d’emprise.  À ce moment, c’est le genre de Maire et de système que nous avons, et ils représentent un échec pour les citoyens d’Ottawa.

Nous avons besoin d’un Maire qui est prêt et capable de diriger le prochain Conseil municipal selon un processus qui applique les 3 éléments clés.  Nous avons besoin d’un leadership inclusif et transparent.  Je me suis engagé de façon proactive avec une variété de groupes communautaires d’Ottawa depuis plusieurs années, et, là, moi aussi, je suis fatigué d’avoir à faire bataille contre l’Hôtel de
ville.

Avec votre vote, je verrai au retour en force de la voix communautaire dans le processus de planification à l’Hôtel de ville – une vraie voix représentative des personnes qui savent comment façonner nos voisinages et notre ville.

Comme votre prochain Maire, j’exercerai un leadership ouvert, transparent et qui acceuillera tout le monde.  J’ai l’intention d’être un Maire en partenariat avec vous.

My Recipe For Ottawa’s Success

There are 3 key elements which are imperative in achieving the goal of having a thriving, successful city. The intersection between built space & human scale must address 3 key planning principles:

1-A Flourishing Environment

2-A Vibrant & Just Society

3-A Prosperous Economy

Continually striving to improve and perfect these 3 elements is the exact recipe needed for any modern capital city to flourish. It’s crucial that we implement and follow these goals now.

Ottawa is heading into an unprecedented economic period of growth and opportunity. It is essential that we put into place a plan that will reshape our future as a truly great city; a city which encompasses everyone who calls Ottawa their home. The time to achieve this new urban ethic is now.

We need a Mayor who does not favour big interests over the voices of individuals or community groups. We need a Mayor who is not beholden to those big interests and is unable to govern freely without facing the consequences of political cronyism. We need a Mayor who is free of those old political loyalties and encumbrances. That is precisely the kind of Mayor and system we have now and time and again, they fail the people of Ottawa.

We need a Mayor who is ready and capable of guiding our next city council through this essential process using these 3 key elements. We need inclusive leadership and transparency. I have been proactively involved with many community groups within Ottawa over the years and I too am tired of having to fight city hall.

With your vote, I will bring back a strong community voice within city hall’s planning process – a real grassroots voice in shaping what happens in our neighbourhoods and our city.

As your next mayor I will provide leadership that is open, transparent and welcoming to everyone. I intend to fulfill that role as your Mayor- in partnership with you.
